எண்ணாகமம் 35:12

கொலைசெய்தவன் நியாயசபையிலே நியாயம் விசாரிக்கப்படும் முன்பு சாகாமல், பழிவாங்குகிறவன் கைக்குத் தப்பிப்போயிருக்கும்படி, அவைகள் உங்களுக்கு அடைக்கலப்பட்டணங்களாக இருக்கவேண்டும்.

And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.
