Nehemia 11:1

Voorts woonden de oversten des volks te Jeruzalem; maar het overige des volks wierpen loten, om uit tien een uit te brengen, die in de heilige stad Jeruzalem zou wonen, en negen delen in de andere steden.

And the rulers of the people dwelt at Jerusalem: the rest of the people also cast lots, to bring one of ten to dwell in Jerusalem the holy city, and nine parts to dwell in other cities.
