Levitico 4:15

Ipapatong ng mga nakatatanda ng kapulungan ang kanilang mga kamay sa ulo ng toro sa harap ni Yahweh, at papatayin ang toro sa harapan ni Yahweh.

And the elders of the congregation shall lay their hands upon the head of the bullock before the LORD: and the bullock shall be killed before the LORD.
