એટલે યહૂદિયાના તથા યરુશાલેમના સરદારોને, ત્યાંના ખોજાઓને, યાજકોને તથા વાછરડાના બે ભાગો વચ્ચે થઈને ગયેલી દેશની સર્વ પ્રજાને.
