Därför säger Herren (Jahveh), Israels Gud (Elohim), så mot herdarna som vallar mitt folk [vars uppdrag var att leda folket till goda betesmarker och friskt vatten]: Ni har förskingrat min flock och drivit bort dem och har inte tagit hand om dem. Se, jag ska besöka er för era onda gärningar, förkunnar (säger, proklamerar) Herren (Jahveh).
