Dahulu Yerusalem kosong ditinggalkan penduduknya. Tetapi sementara kota Yerusalem merana, penduduknya yang terserak di negeri-negeri asing telah beranak cucu. Kelak mereka semua bersama keturunannya akan kembali, sehingga mereka berkata satu sama lain, “Kota ini terlalu kecil untuk kita semua. Mari kita perluas Yerusalem.”
