เอสรา 7:25

ส่วนเจ้า เอสรา ตามพระสติปัญญาแห่งพระเจ้าของเจ้าอันอยู่ในมือของเจ้า จงแต่งตั้งพนักงานผู้ปกครองและผู้​พิพากษา​ ​ให้​พิพากษาประชาชนทั้งปวงในมณฑลฟากแม่น้ำข้างโน้น คือทุกคนที่​รู้​บรรดาพระราชบัญญั​ติ​ของพระเจ้าของเจ้า และคนเหล่านั้​นที​่​ไม่รู้​ ​เจ้​าทั้งหลายจะต้องสอน

And thou, Ezra, after the wisdom of thy God, that is in thine hand, set magistrates and judges, which may judge all the people that are beyond the river, all such as know the laws of thy God; and teach ye them that know them not.
