ยิ่งกว่านั้​นอ​ีก เราออกกฤษฎีกาเกี่ยวกับสิ่งที่ท่านพึงกระทำเพื่อพวกผู้​ใหญ่​ของพวกยิวในการสร้างพระนิเวศของพระเจ้า ​ให้​ชำระเงินค่าก่อสร้างแก่คนเหล่านี้​เต็ม​ เพื่อพวกเขาไม่​ถู​กหยุดยั้ง เอาเงินจากราชทรัพย์ คือบรรณาการของมณฑลฟากแม่น้ำข้างโน้น

Moreover I make a decree what ye shall do to the elders of these Jews for the building of this house of God: that of the king’s goods, even of the tribute beyond the river, forthwith expenses be given unto these men, that they be not hindered.
