కాబట్టి జ్ఞానులుగా పేరు పొందిన వారితో కాలం పోకడలను ఎరిగిన వారితో అతడు సంప్రదించాడు. చట్టం, రాజ్యధర్మం తెలిసిన వారి సలహా తీసుకోవడం రాజుకు వాడుక.
