ส่วนชาวเมืองนั้นมีอำนาจน้อย เขาสะดุ้งกลัวและอับอาย เขาเหมือนหญ้าที่ทุ่งนา และเหมือนหญ้าอ่อน เหมือนหญ้าที่บนยอดหลังคาเรือน เหมือนข้าวเกรียมไปก่อนที่มันจะงอกงามอย่างนั้น
