At nagsalita si Solomon sa buong Israel at sa mga pinunong kawal ng libu-libo at sa daan-daan at sa mga hukom at sa bawat prinsipe sa buong Israel, sa mga pinuno ng mga ama ng tahanan.

Then Solomon spake unto all Israel, to the captains of thousands and of hundreds, and to the judges, and to every governor in all Israel, the chief of the fathers.
