ઈશ્વરે શમુએલને કહ્યું, “તેઓની વાણી સાંભળ અને તેઓને સારુ રાજા ઠરાવી આપ.” તેથી શમુએલે ઇઝરાયલી માણસોને કહ્યું, “દરેક માણસ પોતપોતાના નગરમાં જાઓ.”
