Sa-mu-ên tuyên giảng luật pháp của nước tại trước mặt dân sự, chép trong một cuốn sách mà người để trước mặt Đức Giê-hô-va. Đoạn, Sa-mu-ên cho cả dân sự ai về nhà nấy.
